WI Lawmakers looking at changing minimum hunting age to 10

Lawmakers in Wisconsin have been brainstorming ways to help revitalize hunting in Wisconsin and state senators now have a bill that would allow hunters age 10 and above to hit the woods.
The bill is scheduled for a vote on Tuesday (bill, S.B. 167) and would grant 10-year-olds to hunt in Wisconsin, as long as they are accompanied by a parent or guardian with a valid WI hunting license and that parent is always within "arm's reach" of the youth hunter. One gun is allowed between the pair.

State Sen. Jim Holperin, D-Conover, is sponsoring the bill in order to help get youth back into hunting as hunting numbers in Wisconsin have been on the decline in past years and Holperin believes that the change in the law would "divert youth attention" back to the hunting and "increased urbanization and fragmentation" for the Youth of Wisconsin. "It's to expose young people to the sport early in a meaningful way and to get their commitment to hunting, fishing and trapping that will hopefully last a lifetime, there's going to be attrition in the number of hunters over the years." Holperin told FOXNews.com.

Opponents of the bill say that more fatal accidents will occur if the state of Wisconsin changes the minimum hunting age to 10 years old for the current age of 12.

In a story on the Fox News Website they reference the anti gun organization Common Sense About Kids & Guns, "There were 56 firearm deaths of children and teens in Wisconsin in 2005, including 20 suicides and three accidents" but no reference is given to the number of hunting related deaths that occurred with teens.

Fox goes on to reference a incident in Connecticut where a 8 year old boy was killed after shooting himself in the head with a Uzi at a gun fair- and a bunch of quotes from anti gun organizations. None of the quotes had anything to do with hunting accidents. I am a big fan of Fox News and to be honest it is the only news I usually watch besides local weather but ..... Fair and balanced-? not this time.
"I wouldn't feel comfortable hunting standing next to a 10-year-old with a gun," said Wisconsin resident Shirley Lochowitz. "I'm not sure that age level has the full capacity of what could happen quickly without the child even realizing that something is going wrong. It only takes a split second."

The article contains a Quote from Sharon Lochowitz a Wisconsin resident who founded a nonprofit to promote safe gun storage "I wouldn't feel comfortable hunting standing next to a 10-year-old with a gun," said Wisconsin resident Shirley Lochowitz. "I'm not sure that age level has the full capacity of what could happen quickly without the child even realizing that something is going wrong. It only takes a split second." Sharon's son survived a .22 gunshot wound to the stomach at 12 years old when he was being shown the rifle by a 14 year old friend. I'm all for gun safety and the safe storage of guns but I don't think Sharon has ever been hunting. Hunting isn't about just shooting the gun it's about gun safety and conservation.

Lochowitz, founder of Other End of the Barrel, a nonprofit group that promotes the safe storage of firearms, said her son — now 26 — survived a gunshot to the stomach when he was 12 years old. She said the boy who shot her son with a .22-caliber hunting rifle was 14 and had brought out the firearm to show his friends.
"There certainly could be a safety issue because they don't have the same maturity levels of other children," Lochowitz said of 10-year-olds. "Things are more likely to happen because they may not have the full understanding of what a gun can do."
There are a few positive quotes at the end of the article:
"Hunting is an activity that is highly regulated for safety of all concerned in the U.S.," Ladd Everitt, a spokesman for the Coalition to Stop Gun Violence, said in a statement. "Our concern lies with screening processes for gun purchasers and concealed carry permit holders, dealer oversight, and other areas that have nowhere near that level of regulation and which are ridden with loopholes that allow dangerous individuals to gain easy access to firearms."

This quote for bill sponsor Holperin says it best:
"Somebody's got to be standing right there," "And it's not like this 10-year-old will have his or her own firearm." - Referring to the restrictions of the bill.

Currently Wisconsin allows 12 year old hunters to hunt with their parent or guardian within hearing range of visual range. Hunters must be over 14 and complete hunters safety course to hunt alone in Wisconsin.

28 states in the US have similar mentor hunting programs like the one Wisconsin Lawmakers are reviewing and there has only been one hunting accident documented to date (A gunshot wound to the foot in PA) out of the 285,000 mentor hunting licenses issued to date nations wide according to Greg Lawson, spokesman for the U.S. Sportsmen's Alliance If the bill is passed by the Wisconsin State Senate it would still require Assembly approval and a signature by the governor.

Quotes -From Fox News Article

2010 Wolf Depredation list for WI.

Wolf Depredations for 2010_Here is a complete list of wolf depredations so far for 2010 in WI. Confirmed and suspected. I don't understand the reluctance of the WI. DNR not posting this as public information. I had to request this in order to get the info. The DNR has no problem posting "Hunting" dogs and how it's the owners fault for hunting in wolf rendezvous site areas. We need to inform the public on just out of hand the wolf over population is the damage they are doing and apply pressure on the Feds. To de-list the wolves and allow the states to manage the population according to their management plans put in place.

Wet weather affecting my duck plans

Was planning on heading out and doing some duck hunting this weekend. But with all of this rain, I'm going to pass it up. They got seven inches in the central part of the state. That'll have the birds really spread out and they'll have no ambition to come to a spread on a lake. They got all the water they need in the fields right now.

2010 Wisconsin Deer Season Structure Released

The WDNR has released it's season structure for 2010. This should be viewed as a big improvement for most hunters. It tightens the belts in the northern areas with low deer densities and continues with liberal season framework in the southern farmland. Some may say it's about time, but like I have said before, the DNR is finally listening to hunters and giving them what they want.

From the Wisconsin DNR site:

MADISON – The 2010 deer hunting seasons structure map is now available on the Department of Natural Resources website. The map identifies Deer Management Units (DMU) as regular, herd control or chronic wasting disease management earn-a-buck. The complete 2010 Deer Hunting Regulations will be available later this summer.

For 2010, a total of 66 DMUs are designated as regular units meaning they will have traditional nine-day gun hunts with buck plus antlerless quota rules. This is an increase from 62 regular units in 2009 and from 22 units in 2008.

Antlerless deer harvest is carefully managed by permits in regular units and 18 regular units will have no antlerless deer harvest permits available to deer hunters in 2010. This is up from 13 units with no antlerless permits available in 2009 and is the fastest possible way to increase herd populations in units where the herd is below established goals. In remaining regular units antlerless deer harvest permits are limited and unit-specific and may be purchased by residents for $12 each and by nonresidents for $20 each. Unit specific antlerless permits will go on sale in August.

At the suggestion of hunters and hunter groups, the department is proposing eliminating harvest of antlerless deer by bow hunters in gun quota units that do not have antlerless permits available. Public hearings on this proposal are scheduled for May 17 in Rhinelander, May 18 in Fitchburg and May 24 in Green Bay. For more information on the proposal and hearing times and locations contact Jason Fleener (608) 261-7589 jason.fleener@wisconsin.gov or review the proposal online.

For 2010, 46 DMUs are designated as herd control. Located mainly in the agricultural regions of the state, deer populations in herd control units are estimated to be more than 20 percent above established goals. There is an unlimited supply of antlerless deer harvest permits available for HC units at $2 each. The permits are not unit specific. Hunters can also use the antlerless permit that comes with each archery and gun deer license in any herd control unit. Herd control units will also have an Oct. 14-17 antlerless deer only gun hunt.

There are 22 DMUs designated as Chronic Wasting Disease Management Units in 2010. These units will have unlimited earn-a-buck rules as they have in past seasons and will also be included in the Oct. 14-17 antlerless deer only gun hunt. Earn-a-buck requires hunters to first harvest an antlerless deer before a buck. Unused buck authorizations from the 2009 season can be used to harvest a buck in the 2010 season. Hunters may shoot as many antlerless deer as they wish and will receive a buck authorization for each antlerless deer registered.

The DNR speaks Hmong?

I just read a interesting article:

http://www.foremosthunting.com/Deer...fault.aspx

Did you know that in the budget money is being spent to provide translation into Hmong and Spanish? Maybe I'm just a backwards hick, but I'm not sure I agree with that.

It's time to clean house at the DNR

I don't know about you but I've hunted in Wisconsin for over 20 years and I'm scared to death about what the DNR is doing to the deer herd. This years gun season, which just ended, was the worst in 27 years. The DNR has been trying to reduce the herd by giving out unlimited doe tags in many areas and implimenting programs like earn a buck were a hunter has to shoot a doe before they can harvest a buck. Add this to two harsh winters and you have a 30% drop in deer harvests state wide. Many of the guys I spoke to didn't even see a deer this year.

It's pretty hard to get youngsters intrested in hunting when there is no deer running around the woods. If you are a Wisconsin Resident that cares about the future of deer and deer hunting in the state write your state lawmakers and tell them to clean house at the DNR.

Let's get some responsible deer managers in and cut out all these extra doe hunts, extended seasons and unlimited doe tags. Let's put a stop to this wasteful CWD control spending. It's probally been here for years and will continue to be here. Look to the states out west, they have been dealing with CWD for years and haven't taken the approach of wiping out the deer heard to help control CWD.

Email addresses for state lawmakers in Wisconsin can be found here: http://www.legis.state.wi.us/w3asp/waml/waml.aspx

Don't just grumble about this to your buddies. Do something about it.
